Upper timing belt cover question; camshaft seal 200 1993

I have a little oil on top of the new water pump and I want to inspect my camshaft seal. The new seal was put in when the timing belt/water pump job was done a couple of months ago. I realize there are 3 bolts holding the upper cover on. I removed them, yet I could not get the cover to come off and I certanly did not want to force it. My question is: does this cover come off without removing the fan/shroud/etc or is the only way to peek in behind there to pull all this off?
