'92 740 Fuse 16 (Dash Fans) Keeps Blowing

High Heat here in Atlanta and driving home yesterday afternoon fuse #16 blew;
I replaced it with a 25AMP fuse (all I had below 30AMP) and turned the fans on with A/C on it ran for maybe 1 minute before blowing again - I will get some proper 30AMP fuses today. For the last 3 months I have owned the car the dash fans would always make noise unless turned to maximum speed. Assuming I keep blowing fuses...

Would you suggest replacing the dash fan first before doing anything else ? I had been reading online the melted fuse issue which I am familiar with on older 740s was contemplating wiring fused power directly from the battery for the fan.
