At this point I'd start looking at what else is on the circuit that if wet, and when the wiper motor is added, could cause the circuit to overload.

If the overdrive wires are borderline or the solenoid out of adjustment, a wet condition could cause it to pull more than the 2.4 amps needed to hold it in. Add a few more other loads and it would not take much to send it over the fuse limit.
