Gas Smell/Fumes Inside Car 200 1993

I need some help with a gas smell/fumes in my 1993 240 wagon. The fumes seem to be coming from inside the car near the back. I searched the forums and didn't find much helpful.

Basically, the problem is this, when I refuel the car and the tank is full, the fumes are exceptionally bad. The fumes are bad when I roll down the windows as I think it is creating suction and pulling the fumes towards the front of the car. No fumes can be smelled from outside the car.

Here's what I have done. I checked all the vacuum lines in the engine bay for the EVAC system and didn't see anything of note. Is there any particular one I should be on the lookout for? Fuel filler inlet was oblong so I bend it to as round as I could. Check drain hose and it is in tact and exits the vehicle properly. The line coming off of the fuel filler tube into the gas tank which I assume sucks the fumes off is in tact where it connects to the tube but it feels really loose on the other end. I wonder if it has been disconnected where ever goes. Do you have to drop the tank to get access to it?

What else should I look for. Smell is definitely in the car and not outside. Fuel filter as recently been changed and I checked the lines around there and they are fine.
