fuse 4 (fuel pump) - power source? 200 1993

hey all,
A quick question while I am at work without my Bentleys - where does Fuse 4 get it's power? Is it just going thru the ignition switch or is the ECU involved? I had a brief no start today where it just stalled out and I tested no voltage to either side of Fuse 4 on the side of the road. After 3 or 4 minutes of thinking, went back and voltage was magically there on both sides again. The switch is the only explanantion I can think of. Would the old trick of jumping from the right side of Fuse 4 to the hot side of any of the other fuses be a good test to eliminate everything else like pumps, relay, etc?
