The first warning was two spare wiper stalks in the box of junk from the PO. As time went on I was finding the wipers getting a little more difficult to park after using, and later after first starting the engine. Playing with the wiper stalk would temporally allow the wipers to park. Finally the wipers wouldn’t stop and the only fix was to disconnect the wiper motor plug and use fresh Rain-X. Due to an upcoming inspection I found it in my best interest to repair. Boerre identified the fix in the following post.

Simply, cleaning a dirty and corroded ground path to the motor transmission cover corrected the problem. This allows the park-stop circuit to.....park the wipers. 0000 steel wool worked fine on the motor transmission cover but couldn’t clean the copper ground blade fast enough so I moved to 600 grit paper then coated both surfaces with silicone dielectric grease. I have to place the blame on the galvanized cover, "contact between dissimilar metals should be avoided where electrolyte forming moisture is likely to be present". As Boerre mentioned in his post, the spring tension on the copper ground blade was fine as is.
