Brakes feel "hard' intermittantly 200 1993

Hello all - I am hoping for some clarity on an issue I am having with my brakes.

When applying pressure at a stop, occasionally the pedal will feel like it is "fighting back" and becomes very hard to press. The brakes will engage, but it can be quite scary to suddenly have to really stand on them to stop. After a few seconds all returns to normal sometimes for weeks, and then it will happen again.

Is this related to the booster check valve? Air in the lines? I have checked the 700/900 FAQ and most symptoms get described as a "spongy" brake pedal which this is definitely not.

As an aside, this brake system has never felt as tight or responsive as my 84 without ABS...
