240 electrical problem!! Please help!

Hello thanks for the suggestions I will look at them all later today. My car is a 89 which would mean it has the better wiring harness. Also what is the best way to check for a faulty ground or a short. Like I said I checked it with an amp meter when it was off and it was only pulling .07 amps for the clock or something. Thank-you all for your help but keep the suggestions coming I will look at them all!
