I don't think straightening them is going to make much of a difference. My condenser had them folded from the factory. They may do that to strengthen the fins at the bottom where they could get damaged from rocks and road debris. Your best bet for the most efficient operation is to make sure you clear the bugs and junk from the condenser. I do this once a season by hosing out through the engine side of the radiator.
