'93 940 Has no power to Blower Fan 900 1993

Blower fan quit this morning. 88 degrees F. Resistor was replaced several weeks ago for the same problem. Fuses 6 & 16 are ok (11.9v), swapped out control with an old one from another car, tried another blower, checked for voltage at all connections on control switch and resistor. The most voltage I get is 11.5v at the W/R wire on the middle connector of the resistor, 10.6v at the B/W wire on the middle connector of the resistor, and 2.7v at the black wire on the black connector to the control switch. No voltage on either wire at the motor. Is there a relay or other component somewhere? Where do I go from here?
