93 940 No AC, no power to compressor

A bit more info;

Went to a friend who has an AC shop and sought another five minutes of his thoughts. He pulled the grill off (love how Volvo designed their cars to be disassembled easily) and he found three plugs to the evaporator (think that is the right name for the AC radiator) all disconnected so the PO definitely had tried to figure it out at one point. He reconnected them and trying to jump the low pressure switch again produced nothing. I do not have access to any schematics on the AC system (Haynes lets you down when it comes to AC). There must be a relay on the panel where the fuses are behind the dash that controls the AC and perhaps that has perished?
