93 940 No AC, no power to compressor

I did not use my multimeter, I just used a simple light or no light test light. Is the PC board mounted in behind the fuse panel in the dash? I know there are relays there. I cant remember the way in to there but I thought there was an easy access to that panel as well. I am figuring it had to be a bad relay or something. I know have an 88 740 wagon and the 93 940 wagon as the primary cars for my wife and I and I need to get something beyond my 740 edition Haynes as this really glosses over issues like AC and I plan on having these cars for about ten years.

Thanks for the help, I will head outside and work some more on it.
