Q on Bench Testing '93 240 Heater Control Valve 200 1993

Hi all,
I'm pretty sure I need to replace my Heater control valve on my '93 245

Car always blows hot air, I already adjusted the cable so that the control valve comes to its stop before the slide at the dash reaches the end of its travel.

I pulled a valve from a junkyard car and want to test it on the bench before I go about tearing things apart.

Question-What kind of pressure does that valve operate under? I want to simulate coolant flow with the faucet or garden hose- would the faucet at full blast be too much pressure? Already tested at low flow and seems to hold up well...

Semi-related Question: I tried buying one of those DIY AC recharge kits, topped off the r134a, but still get no cooling- this is likely due to the valve. But another weird thing is that at idle, my AC compressor is engaged and running well, but at driving speeds it cycles on & off rapidly (every couple of seconds), which also makes the engine surge as the load comes on & off... any ideas on that?
