How to be rid of SRS light 900

Just got a 1996 960 and the SRS light is on. I assume that I need to get it to go off to pass inspection here in North Carolina. I am seeing all kinds of references to resetting the light on pre 1996 in the FAQ section but nothing on this year and forward with the OBD2 diagnostics. Is there a way to reset the SRS or do I have to go to the Volvo dealer?

Also, is there a particular OBD2 anyone would recommend? I see more than 1600 for sale on Ebay.
