Weber adjustment problems 120-130

I've finally adjusted the timing and the Weber 32 36 like a clock. Pulls real good on every gear, downshifts without stuttering, and just runs great except win driving slow. When driving slow around 30 40 mph the engine wobbles. You have to feather the throttle to keep the same mph and then the car starts bucking but when you floor the throttle car jumps and runs fine. Does anyone know what I can do to the needles or the adjustment on the carb. I think maybe the 32 venturi on the carb with needles is not adjusted right or using the wrong needle. Maybe running to rich or lean. But man the car screams under full throttle.
