Rex-Regina fuel pump failure? 700 1990

On my 1990 745, a Rex-Regina car, which has about 115,000 miles on it:

Symptoms - For the past few weeks it has had a little hesitation when giving it gas after a red light or stop sign. Not always, but noticeable. I wrote it off to the air conditioning engaging at the same time as I was giving it gas.

Last Thursday it stalled when very low on gas. May have been out, not sure. Adding 2 gallons got it started again.

Monday it stalled on the way home, luckily just at the entrance to our neighborhood. Would not restart. put in new relays (radio suppression & fuel pump control), still no start. Towed it home with help from a neighbor's SUV.

Diagnostics done today - Cranked it over a few times, then pulled a spark plug, it was dry and smelled like old gas. Then I opened up the fuel lines in the engine compartment, after turning the key to KP II (on) a couple of times. Fuel lines were empty and dry. No sound from the back of the car. Prior to this, when putting the key in KP II, I could hear the Regina in-tank pump run for about a second or so. Then, with the fuel lines open I tried starting it again. There was no fuel flow, but I could hear the FI relay clicking on. Jumped the #1 and #11 fuses to test the in-tank pump. Not a sound from the back, even when I was back there listing very carefully. And, I live in a VERY quiet neighborhood. Checked voltages at the connector for the pump/sender unit, got 12V on the thicker red wire, and no voltage (actually about 12 millivolts) on the other two lines which I presume are the gas gauge leads.

Sounds like the Regina in-tank has failed. Do you guys agree?
