740 shift lock (fuse 4) keeps blowing 700 1991

I found my automatic shift lever awhile back locked in Park. Thank goodness for the nice owners manual which told me to manually release it by pushing a catch below the brushes, and then check the fuses.
Fuse #4 was blown, which I replaced and have driven the car for a month or so more. Now, the same thing happens, but when replaced fuse #4 blows immediately.
I checked the brake lights, which are listed on the same fuse and they seem fine. I took them out, and then put them back after sanding off some corrosion, and for the moment the fuse doesn't blow.

Does anyone have any suggestions on what I should check to find other root cause?
