Timing on 242 with B23FT 200 1983

Hey Everyone,

My timing belt broke a while back, and I've got the replacement belt on and still can't get the beast started. The timing marks are lined up perfectly - even turned the engine by hand to confirm. I've tried a known good distributor, coil, and wires to no avail.

Does anybody have any other ideas? Also, does anybody know of a good way to index the distributor?
