throttle body is gunky again already 200 1983

Not that many miles ago (couple thousand?), I half-ass cleaned the throttle body (it still had a little line of gunk behind the plate I couldn't get to). At the same time, I took out the flame trap and cleaned all those things.

Took it off today to clean it properly, and it's already all gunky with black oily stuff. Is it time for major engine repair or something?

The problems I'm trying to fix are really bad gas mileage, running rich, surging idle, stalling if you hit the gas pedal too fast when trying to take off in first gear from a standstill (manual transmission)...
