General Oxygen sensor question No Volvo content..

I am chasing a problem associated with one of the O2 sensors on my son's 1999 z28 Camaro.

He took it to a tuner and he was unable to tune it due to one of the O2 sensors not going into closed loop. It goes to default.

Using a meter I have found that the sensor seems to be working as the voltage fluctuates between .297-.776v. I reasoned that perhaps the heating element is not working and not getting the temperature of the O2 sensor hot enough in time to go to closed loop.

With the sensor plugged in I get 13.8v on the voltage supply wire to the heater element, but only a trace (.43v) when I put the meter between it and a ground.

With the sensor unplugged I do not get continuity between the two wires but rather a reading of 6.7ohms (misplaced decimal??)

Is the heating element of this sensor open? If so that might account for the heat on the sensor not getting to the level that would allow it to go to closed loop. Once it is in default I don't think it goes back to check if it has met the requirements for closed loop.

Any ideas, please?
