Bedding new pads? why such big deal 200

please explain bedding brakes. I've never really worried about it with the OEM or thermoquiet I usually use.

I found some EBC green pads in the trunk of a car I brought so I put them on my kids Volvo, not that it needed them but she is going back to college next week and I have no idea when I'll see the car again, Plus the box said they are dustless.

The box has two pages on how to bed them and how important it is but doesn't say what happens if you don't get it right.

BTW it started raining about halfway through the process so I came back. What does that mean? They do seem to work very well in the rain.
