740 no start or crank at key ON 700 1988

Guys,

The other day I got home with my 88 740 Volvo and parked it. When I was ready to leave to go to the store I attempted to start the car when I suddenly hear a funnd clicking and then a flat spinning sound come from the starter. I turned it off and tried again but this time the starter did not crank but all the dash lights came on just no turn-over. Tested the battery seemed to be good, then checked the signal wire to the solenoid on turn at position III, but NO 12volts was present at the terminal. I proceeded to replace the started since it needed it and it was under a lifetime warranty. Put the new one in and it will crank by jumping it but nothing from the key ON position. I also tried to move the gear a little and wiggle it to see if maybe the netral safety switch might be giving me issues but still nothing. I traced the started wire up to the firewall and it looked good till there! Any ideas on how to proceed in getting this to run again?
