Dragging and pulsating brakes on a 3 months parked car 200 1991

Good evening,

Test drove a '91 volvo wagon tonight. It has been parked for 3 months and when we got it rolling the brakes were dragging and the pedal felt like a hammer under my shoe. The owner claimed there had not been any problems with the brakes when it was parked and she seems like an honest person. Is this common on cars that have not been used for a while and the sharp pulsating could it be from rust buildups? Does it usually go away by it self?
