Son needs help passing Calif. Emissions 200 1987

My son is off to college in the LA area. His 87 240 purrs like a kitten, and I beleive it would pass emission here in Colorado. Trouble is it won't pass Cali emissions. Its readings are high on NOX and the guy at the testing station said the Cat. was bad. I've heard that the Cat converters in Cali are different from the rest of the world. Is this true?? The testing station is also bithing about the fuel filler pipe, although to my knowlegde this has never been tampered with.
Thanks in advance for your thoughts and comments. Also is there anybody in the Orange County area that would help him work on this car.??
