California Smog Test: '87 240 dl 200

I have an '87 240 dl that wouldn't pass the smog test here in California. It passed in Colorado last year but I heard the cars out in California have different 'special' catalytic converters that emit less. My biggest problem is the NO category. Here are my scores:

15mph HC:162 CO: .60 NO: 2398 These are max values: HC:114 CO:.73 NO: 785
25mph HC: 74 CO .62 NO: 724 These are max values: HC:88 CO:.61 NO: 724

So...A few days ago I poured in some rubbing alcohol and put in some premium gas and ran the car and got it nice and hot. When I failed the guy told me I might need a new Cat. He also said my fillpipe restrictor was tampered with, whcih really threw me off. He said that it was too shallow. Is there anyone out here in The LA area that can a)Get my car to pass on the cheap or b)offer insight or reccomend someone that can get the car to pass? Much appreciated
