fuel relay question about priming 200 1981

Hello,I was wondering if anyone could tell me if I should hear the fuel pump prime every-time I turn the key to the #2 pos? My 81 wagon only does it some of the time.I'm trouble shooting a rough Idle issue and suspect the fuel pump relay may be failing. I'm also hearing a some what noisy buzzing sound by the throttle body that lasts 2-3 seconds "not the fuel pump" and noticed that what I believe to be the Idle control motor vibrates the whole time the key is in #2 pos.
iTS KILLING ME BECAUSE THIS CAR WAS DRIVING LIKE A CHAMP and all the sudden rough idling,The car still runs good although after driving it for a bit when its hot I make a quick stop some times it bucks and stalls accompanied by a fuel pump whine or something similar to vapor lock.Any Ideas would be greatly appreciated thanks
