Don't use a wire wheel, it strips too much metal. Invest in a 3M brand plastic grind wheel that fits onto your drill. It will remove paint/rust and make the metal shine.

Brake cleaner or even WD40 will get rid of the soft black goo and leave it on your shop cloth.

You will need to prime and paint the the metal at least 24 hours before the installer shows up.
