No voltage at red/white wire at power stage - no start - what next 700 1990

I am stuck trying to get my 760 turbo wagon to start. Sometimes it does some times it doesn't. I have intermittent no spark. I followed the diagnostics back to the power stage. I used alldata and the stepbystep volvo site for info. I actually thought that the powerstage was the problem. To check it, I took it out and swapped it in my running 240. It worked fine in the 240. So I guess it is not the power stage. I measure 12v at the red/white wire at the back of the powerstage on the running 240 but get nothing at the 760. Not sure what to do next. Any ideas. Should I just change out the ballast resistor, not sure what it does. Help, driving me nuts.
