peeling paint, bad clear coat 700

I am now the proud owner of two 740 wagons, one 91 and one 92. Both are suffering from that bad topcoat issue that many of these seem to have from that era.
Both have the much lusted after 'factory' roof rack. (anyone want one?) I removed one, and want to
a. seal the holes (doesn't have to be perfect or completely disappearing)
b. deal with the rust spots around the bolt holes... How? One is kinda bad about 4" dia.
c. maybe sand the roof to get all the clear coat off, buff the remaining paint, and... what? respray clear coat?
One car, the 92, has this all on the roof only. I saw a 780 that had the roof only repainted, and it was fantastic. Even knowing it had been done, I could not tell. So it's possible.
I was thinking that maybe someone else had tried something. I do not want to make it like new, only much better than it is.
