Instant start, no idle, cycles when reved up a bit 200 1993

I have a new to me 1993 240 whose dash is out for a blower motor and unfortunately I didn't dismantal it. But with Art's and other pictures I will figure this part out. However the car will start instantly but will not idle. The puzzle part is if I rev the engine to I'm guessing 1500 rpm it will run fine for 15 to 18 seconds and then bogs down a few hundred rpm for 2 to 3 seconds and then back up to previous rpm(pedal is held constant; I did this for six cycles and then got bored and turned it off. Car just had a head gasket installed by a questionable mechanic. Code thrown is 113. No other codes from 2 or 6. Previous owner states it needs an O2 sensor and I picked one up today and will install it tomorrow. I'm guessing this is somehow vacuum related but I'm sort of stumped because of the cycling and was hoping this unique(to me) hint might tell me what I might check. My daughter is patiently awaiting access to practice in her "bumper car" for her October 3d driver's license test. Thanks in advance
