Can anyone help me with a simple machinists question re flare fittings? 200

First, I am no machinist, but I do have a set of micrometers.

Recently, I replaced the steel lines on the steering rack of my 1990 240. I had a heck of a time getting my flare wrenches to fit. In fact I never was successful. The lines I bought were directly from Volvo.

So tonight I did a bit of measuring.

I measured the new flare nut at .444 inches.

My 12 mm flare wrench was too lose. But it should be because 12 mm = 0.472441 inches.

So I tried my 7/16 in flare wrench. It was too tight. But it should be because 7/16 = 0.4375 inches.

I blamed my Craftsman tools but now that I have done some measuring, maybe I spoke too soon.

So, can anyone tell me what size wrench I would have needed to fit that darned flare nut? Am I crazy?
