Well I've seen posts and pics that show cars that run around in dry and hot weather areas over there without wipers, screen washers, heaters and sundry other things that are needed where the weather and laws are less accomodating, so a couple of missing rubber seals and nuts don't surprise me.
If the screws that hold the wiper motor bracket get loose this problem will happen, it relies on those nuts to to complete the mounting.
