Blower motor voltage readings 700

What should the proper voltages be for each setting of the blower motor switch? My blower motor stopped working and I am trying to determine if the problem lies with the blower motor, resistor pack, or both. The motor only runs if I set the control switch to 5, remove the power connector from the blower and then reconnect, at that point the fan comes to life. I would think it was the blower, however when I measure the voltage on each setting of the control switch I get the following readings:

With power off 0 = 8.81
With power on 0 = 7.23
1 = 7.23
2 = 7.22
3 = 8.17
4 = 10.04
5 = 11.55

It seems strange that there is power to the blower when the ignition switch is off and the control is set to 0, any ideas what could be causing this? Thanks.
