Needs new rockers - what, where to buy and how to install 200 1984

My passenger-side rocker panel ceased to exist several years ago. I fashioned a new one out of sheet metal, but it also is starting to rust away. (My fault for not making one of aluminum.)

I've found two vendors that sell rockers - Mills Supply and Tabco. Both sell two types of rockers as shown in the link below:

My questions are:
What is the difference between the two types?
Do body panels come primed or is it bare metal?
How are these installed - welding, rivets, duct tape?
Does anyone have experience with the two vendors?
