Head Light / Lamp Problems on 1983 242 200 1983

I have searched around and have seen tons of headlight/lamp issues on this site. But none are quite like mine. So I am posting in hopes that someone will have a good suggestion. Thanks in advance...

The driver's side head lamps on my 1983 242 have stopped working all together. They have been working intermittently for a while but are now not going at all. The passenger side, however, are working just fine. I just swapped the bulbs around from side to side and the bulbs always work on the passenger side but not on the driver's side.

On the driver's side, I pulled off the bulbs and tested voltage. I cannot recall the exact details but on the lo beam, I got between 8-10 volts. However on the high beam I seem to get nothing at all. Perhaps 8-10 is not enough to light the lo beam lamp? But getting nothing at all seems odd when the hi beams are engaged.

A while ago I twiddled with the connectors behind the bulbs near the battery. This was a pain as the battery hold-down was rusted solid but that is another story - I found a good aftermarket one cheap after posting here. The connectors themselves seemed ok.

What could this be? I am a poor electrician so I will need some extra clarity to understand technical responses.
