Turbo whirring noise under boost 700 1989

Hello,
we have an 89 740 Turbo and when the turbo starts to boost it sounds like air escaping with some metallic noise, we replaced the turbo when we resealed the head just in case that was the problem, but the noise is still there even with a new turbo. We did not find any turbo or intercooler hoses that were suspect and the turbo by pass valve seems to be working,has anyone seen an intercooler go bad or leak? Any input would be appreciated.
