Need Help Identifying Problem with In Tank Pump 200 1983

My main fuel pump has been making tons of noise and I am getting pressure surges so I am pretty sure that I have a problem with the in tank fuel pump. Car is 83 LH 2.0

Here is what I have done so far:

1. With Ignition ON listened for intank pump to turn on. I heard nothing.

2. Jumpered Fuse 5 with fuse removed. I can hear both the main pump and the intank pump turn on when I jumper their side of the fuse connector. Both pumps sound fine. Fuse is fine too.

3. At the fuel pump relay. The relay has 12 v at pin 87. When I jumper pin 30 and 87 the pumps turn on.

So my question is does this sound like a bad relay? I am confused because I would imagine that if the relay were bad then neither pump would work because they run off the same relay. Maybe the main pump is just going out? But why do I not hear the in tank pump run with the ignition on?
