Parking light and brake lights on at the same time 200

After cleaning the connections with emery cloth all of my taillights on the 91 240 sedan are working again. Sort of…

My “light out indicator” is STILL shining bright!!!

AND NOW…

When I have the parking lights off, I put pressure on the brake pedal and both of my brake lights come on, as well as the third brake light. HOWEVER, when I turn on the parking lights/driving lights the brake lights light up too, but not the third light, only when I add pressure to the brake will the deck light activate.

What would cause both of my brake lights to come on with the parking lights? The bulbs are placed in the sockets correctly and the sockets are connected correctly.

WHAT DID I DO WRONG???

Living in Texas my car will not pass a safety inspection until the lights are working correctly and the dash light is out.
