No Power on fuse#4 200 1988

I have a 1988 volvo 240 that won't start. Checked main fuel pump relay under glove compartnment- it clicks.Fuse #4 is good but there is no power even with the key on.There is no power at the main fuel pump also even with the key on. The fuse at the driver's side strut tower is also good.If I apply power direct from the battery the main pump would work. By the way, I also replaced the fuel pump relay to rule out a bad relay to no avail. Any suggestions what to test next would be appreciated. Thanks.
