blowing fuse #7 200 1990

I replaced the drivers side tail gate harness last night and the 3rd brake light was working along with the other two. Today I look and none are working. I found that fuse #7 is blowing when I press the brake pedal. I swapped out the bulb failure relay (big round red) and that didn't do anything. With this being a 1990 I can't figure out a way to access the brake light switch to try and jump it. What a joke that will be if its the problem.

I find it interesting that this happened the day after I replaced the tailgate harness. I unplugged the harness to the 3rd brake light and that didn't help. I looked at the tail lights and didn't find anything that would cause it to short out. Any ideas? If it is the brake light switch how do I go about getting at it. I already pulled the instrument cluster hoping to access it but couldn't see a way to it.

Trying to get this car some plates and I'm on my third and final temporary tag. I was getting so close to passing safety and now this.
