240 shudders when decelerating between 25 and 5 mph 200

My 91 240 with 223k miles on the clock shudders while decelerating from about 25 mph to about 5 mph.

I thought it was the brakes so it now has new disc and pads in all four corners and the parking brakes when been replaced as well. I flushed the brake fluid though out and I know the calipers are good. At this point, I ruled out a problem with the brake system.

This shuddering happens at the time I remove my foot from the gas and I don't need to put my foot on the brakes to get the shuddering. If I'm cruising along at less than 30 and let up on the gas the shuddering starts and then it stops as I give it a little gas and will come back again as I let my foot up from the gas.

What might be the cause for this?
