Under Dash Pad 200 1990

I will start by apologizing for such a simple question.

I pulled the dash pad out from under the dash of the 1990 model on the drivers side a few months ago. I was working on the cruise control cut out switches. I finally got around to putting it back in tonight and I am baffled. My 88 has the little black clips that rotate to hold the upper edge in place. The 1990 has nothing.

The pad of the 1990 model does not have clips and seems like it is about a foot too long and seems to interfere some with the hood release. The hole for the vent is right and I put the giant rubber band around it.

Does the pad just stuff under the dash? Seems like such a crappy way to do something on a car that seems so well engineered otherwise.
