One purpose of the tape is to insulate the case of the pump mechanically.

Perhaps the most important purpose of the tape is to insulate the aluminized steel case and the zinc coated clamp electrically. Since the two metals have different galvanitic potentials, contact between them will result in corrosion in the presence of an electrolyte and an electric current. Some degree of penetration of the magnetic field occurs through the case of the pump. This will induce an eddy current on the outer surface of the case and supply the needed current to corrode the clamp.
