Idle Air Control Valve Question 200 1992

I cleaned my throttle body a couple months ago, but didn't check the air control valve at the same time. The car is still idling poorly at times, and every once in a while stalls when idling. At least 75% of the time it doesn't experience any of those problems.

I did feel the air control valve and didn't notice any vibration. I plan to pull it off tomorrow and clean it, but would enough gunk in there cause it to not work/vibrate as expected or does this indicate a bigger problem with the air control valve? Thanks in advance for any pointers.
