Help with camshaft seal installation on 740 700 700 1988

I've been following the FAQ's here on installing a new timing belt and camshaft seal. I had a horrendous leak in the camshaft seal. When I took out the seal it came out in very little pieces and then I had to fish out the previous seal spring and assorted seal bits that were recessed in around the camshaft.
Now I'm trying to install a Victor Reinz seal on the camshaft seal with my handy PVC installation tool and liberal amounts of petroleum jelly.
The problem is that I cannot even BEGIN to get the seal to seat. After working away on it it does not sink onto the mounting area. In fact I have taken it off twice with no problem after I tried to install it.
I must be doing something wrong, but I just do not know what.
Any help here would be much appreciated.
It's a 1988 740 B230F engine.
