Power Loss 900 1992

I have a turbo sedan that started "bogging" at around 3500+RPM's. It runs great off the line until it bogs. It has a new fuel filter, pre-pump, and strainer. No codes from socket 2 or 6 so I figured it might be a plugged cat. I removed the test plug ahead of the cat and there is no change. In fact it might be a little worse. Any thoughts would be appreciated.
