Camshaft gear clearance question 120-130

I was able to assemble most of the engine yesterday, although I have some doubts on the timing gears. I put the gear on and then the big nut, tried to rotate the assembly, no go. I pushed out the gear a bit and now everything moves freely, so, there must be a play dialed in between the back of the gear and the retaining plate. And, wouldn't that dissapear when you tighten the nut to the spec?
