Temp compensator board bypassed...Temp still high 200 1991

Before the bypass of the TCB the temp varied between a needle's or so below the 9 o'clock mark to between that mark and the low end of the red section while driving along or in traffic. I've done the following before the bypass: New radiator, cooling system flush, new waterpump, new 87C thermostat and a full tuneup. The temp now will hover at a needle's width just above the 9 o'clock mark all the time. Why is it that high and what can I do to bring it down to or below the mark? It has 210K miles on it now and has been well treated.
