Instrument voltage stabilizer? 700

Hi,
I've been reading through the FAQ about instrument cluster problems I've been having with my '84 760 turbo and still can't find an answer. Both the fuel and temp gauges act weird (fuel gauge is lazy and quits giving much of a reading below 1/2 tank and the temp gauge never gets up to normal operating range) I'm going to try and resolder the board and tighten the screws, but it looks like I may need a voltage stabilizer too from the symptoms. I have another cluster from an '87 760 T if that would be the same. Is the box on the lower left the voltage stabilizer? It looks to me like a silver L shaped box screwed onto the back of the cluster.

Thanks in advance.
Dave
