1993 240 fails emissions 200

Car failed AZ emissions HC 1.07 vs 1.00, CO 15.54 vs 12, NOX 5.21 vs 2.5.

Seller says car was not used for a while and had fuel stabilizer in it when it was tested. Would that account for it or does it need a major tune-up and a new cat? It failed test in September 2010 and again in November 2010. Last test it passed was Sept 2007, it failed the previous three times in 2007 and passed in 2003.

This is a car I was negotiating to buy for $2500. It has 150k, sunroof, alloy wheels. I'm thinking its probably worth more like $1500.
